    2020 Citizens Redistricting Commission Hires Kary Marshall as Chief Counsel

    Second full-time hire of the newly formed 14-member nonpartisan redistricting Commission

    Sacramento Calif. (October 30, 2020) – Today the 2020 Citizens Redistricting Commission (Commission) announced the hiring of Kary Marshall as Chief Counsel. The announcement was made at the Commission’s Public Meeting on October 30 and is the Commission’s second full-time hire since it formed in August 2020.

    “Ms. Marshall’s breadth of experience and commitment to her previous work were impressive,” said Commissioner Alicia Fernandez. “Her years of experience providing legal guidance to state entities was a major contributing factor to her selection, but even more so was her genuine interest in redistricting and passion that the power of redistricting be with the people. We are very glad to have Ms. Marshall join the team.”

    Since 2012, Marshall worked at the Department of Technology, formerly the California Technology Agency, as Senior Counsel, Interim General Counsel, and Acting Chief Counsel. There she was the subject matter expert in data security and privacy, was instrumental in the development of multi-million dollar projects and contracts, and addressed or adjudicated a myriad of legal matters ranging from cyber-crimes contracts to personnel. Prior to her work with the Department of Technology, Marshall held positions for the California Department of General Services, California Department of Corrections, and Napa County District Attorney’s Office, among others. Marshall is set to start as Chief Counsel for the Commission in mid-November.

    “I am grateful to be chosen by the 14 members of the California Redistricting Commission as Chief Counsel,” said Marshall. “It is an honor to accept this position. I look forward to the challenges ahead.”

    About the 2020 Citizens Redistricting Commission

    Every ten years, after the federal census, California must re-establish the boundaries of its Congressional, State Senate, State Assembly, and State Board of Equalization districts to reflect new population data and shifting populations. The Voters FIRST Act gave this power to California citizens ensuring that new and fair political boundaries are drawn without special interests, politics, and political influence.

    As was done ten years ago, a new independent redistricting commission made up of 14 citizens—five Democrats, five Republicans, and four that are not affiliated with either of the largest parties—is responsible for drawing the new district lines. The 14-member 2020 Citizens Redistricting Commission is fully formed.

    As required by law, the first eight members of the 2020 Citizens Redistricting Commission were randomly selected on July 2, 2020 from a list of remaining applicants delivered by the Legislature on June 26, 2020. These first eight members chose the final six members from the applicants that remained in the applicant pool and formed the complete Commission on August 7, 2020.
