3 arrested in connection with Heroin delivery service

Essentially, a “Heroin delivery service”, functions as follows: Any given customer will place a call into the dispatch telephone number and order a specific amount of Heroin. The dispatcher will then instruct the customer to proceed to a specific location within the Eastern Ventura County area, at which time a courier (aka: “Runner”) will then meet the customer. The customer will provide the runner with United States currency in exchange for the specified amount of Heroin.
On September 19, 2016 Simi Valley Police Department Narcotics Unit Detectives responded to a home in the 1700 blk. of Ysrella Street in Simi Valley to investigate the apparent Heroin overdose death of Tanner Fazli, a 26 yr. old Simi Valley resident. Heroin paraphernalia recovered at the scene was consistent with intravenous Heroin use. During the course of that investigation, Detectives were able to speak with a number of Tanner’s friends who identified his “Heroin connect” as being a specific delivery service which was operating in the Simi Valley area. Detectives were able to locate a telephone number for the Heroin delivery service. Telephone calls to this number by Detectives operating in an undercover capacity confirmed that it indeed appeared to be a dispatch line for a Heroin delivery service.
On October 13, 2016, officers from the Simi Valley Police Department responded with Ventura County Firefighter’s to a home in the 2500 blk. of E. Dusan St., Simi Valley in reference to a possible overdose. Upon arrival, Emergency Personnel tried in vain to revive Pedro Zamora, a 36 yr. old Simi Valley resident. Heroin paraphernalia located at this scene was consistent with intravenous Heroin use. Additional investigation revealed Zamora had injected Heroin that had been purchased from the same delivery service as the one used by Fazli.
During the months of October – December 2016, Narcotics Detectives spent considerable time gathering intelligence, collecting evidence and monitoring the activities of the delivery service. They also coordinated the purchase of Heroin via undercover operations. All this was done in order to build a case against the delivery service and establish the probable cause that was needed to apply for search warrants for locations, vehicles and subjects connected to the delivery service.
On January 4, 2017 an operation was conducted in Simi Valley, Torrance and Fullerton. Three teams of detectives from the Simi Valley Police Department and the Ventura County Sheriff’s Office took part in a coordinated effort to serve search warrants and arrest individuals participating in the delivery service. As a result of the operation three (3) individuals were arrested. Evidence recovered included over thirty-two (32) grams of Heroin and nearly $4,000 in cash.
All three suspects were later booked into the Ventura County Jail and are still in custody. They are scheduled to appear in court on Friday, January 6th, for arraignment. The information on those arrested is as follows:
Rosario Teran Vargas; 35 yr. old male transient Arrested in Simi Valley; suspected of being a “runner”; booked for Possession of Heroin for Sale, Heroin Sales and Criminal Conspiracy; bail amount of $50,000
Daniel Anselmo Rios Delgado; 28 yr. old Fullerton resident Arrested in Anaheim after leaving the location of the search warrant in Fullerton; booked for Criminal Conspiracy; bail amount $20,000
Yoelmmi Franco Sandoval; 29 yr. old Fullerton resident Arrested at the search warrant location in Fullerton for Criminal Conspiracy; bail amount $20,000
