    93 Year Historic View Of Immigration Apprehension In The USA

    Illegal immigration into the US and apprehension rates may or may not have a direct or proportional relationship.  No one can pinpoint the exact number of illegal aliens residing in the US, or know for certain the exact number of foreign nationals that illegally cross the Southern border.  Some illegal aliens cross the southern border on foot, some arrive on a tourist, student or work visa, but then never leave. The US doesn’t utilize an exit tracking system to accurately account for illegal aliens that arrive on visas but then never leave.

     The relationship between apprehensions and overall inflows of illegal immigrants also changes over time.  Generally illegal aliens crossing through the southern border avoid border patrol, but in the year 2013 that changed when we had a surge of unaccompanied minors and family units that actively sought out border patrol to apply for asylum, but because of the Return to Mexico policy issued by Pres. Trump, that trend has changed.

    DHS makes yearly model based estimates of apprehension rates and border crossers that “got away”.  According to DHS estimates from the years 2000 – 2012 their average apprehension rate was 39.5%.

    The first document titled:  Aliens Apprehended Fiscal Years 1925 – 2018.  

    This document issued by the Department of Homeland Security documents, Immigration apprehensions over a 93 year period.  This is a great way to get a historic view of immigration enforcement in the US. 

    The second document: also issued by the Department of Homeland Security on page 10. Offers model based estimated apprehension rates for the years between 2000 – 2017.

    DHS reevaluates their estimates for their apprehension success rates on a yearly basis.  This chart shows their estimated apprehension rates between 32.5% and 73.4%. The low point of model based apprehension rate was 32.5% and the peak year for estimated apprehension rates was 73.4% in 2016.  You will note a spike in model based apprehension rates from the years 2013-2017, this may reflect the surge in unaccompanied minors and family units that were crossing the southern border at that time specifically to apply for asylum, These “family units” would be issued a court date and would then be released into the interior of the US, a process labeled catch and release.

    Overview of 93 years of illegal alien apprehensions:

    From 1934 up until WW2 apprehension rates and illegal immigration were extremely low,  10 – 13 thousand removals per year.

    1942 Start of Bracero Program: (and WW2):

    Immigration apprehensions and overall illegal immigration starts to jump.  

    From its average base of 12,000 apprehensions per year throughout the era of the Great Depression. Apprehension rates dramatically increase yearly.  In 1944 apprehension rates jumped nearly three times to 31K apprehensions and multiplied yearly to 886,000 apprehensions in 1953.

    1944: 3X  (31,174 apprehensions)

    1945: 5X

    1946: 8X

    1947: 16X

    1949: 24.5X

    1950: 39X

    1951: 42X

    1952: 45X

    1953: 70X (886,000 apprehensions)

    1954:  Implementation of Operation Weback:  A militaristic approach at immigration enforcement overseen by General Joseph Swing and other top military commanders. 

    Almost 1.1 million illegal aliens were apprehended in 1954 the year of operation Wetback.

     The effect of operation wetback caused a dramatic decrease in yearly apprehension rates, culminating  in 1959 with 45,336 apprehensions. Causing the apprehension of illegal aliens to fall 25X from 1954 to 1959.

    After 1959 overall apprehension rates and probably rates of illegal immigration start to increase again yearly, and in 1976 under Jimmy Carter, are back up to the million plus range.  

    1976 -2008 Yearly apprehensions remain in the million plus range,  the US experienced 32 years of explosive levels of illegal immigration and reached a sixty one year peak in 1986.

    1986, saw an unprecedented year for illegal immigration rates and apprehension rates exploded as illegals flooded in to take advantage of the Simpson – Mazzoli amnesty.  That year alone 1,767,400 illegal aliens were apprehended.  

    1990 Apprehension numbers started to drastically increase again, culminating in a 93 year high at 1,814,729.

    2009 Apprehension rates and overall rates of illegal immigration started to fall, as the US entered a severe and prolonged economic recession,  culminating in 2017, recording the lowest levels of apprehensions (461,540) in 45 years.
