    Narrative:

    On January 14, 2022, the Ventura County Sheriff’s Pharmaceutical Crimes Unit (PCU) served a search warrant in connection to a fatal drug overdose that occurred in the city of Thousand Oaks. As a result of this investigation, Robin Delaquil and Elliott Kenney were arrested for narcotics charges.

    On August 10, 2021, Thousand Oaks Patrol deputies were dispatched to the 1800 block of W. Hillcrest Drive reference a subject who was deceased as the result of a drug overdose. PCU detectives took over the investigation and identified Delaquil as the suspect who sold narcotics to the victim that caused their death.

    On January 14, 2022, PCU detectives located Delaquil at his residence in Los Angeles and detained him pursuant to a search warrant. Kenney was also detained during the search warrant and both subjects were found in possession of large amounts of Xanax without a valid prescription.

    Delaquil and Kenney were each arrested for 11375 (b)(1) HS- Sales or Possession for Sales of a Designated Controlled Substance; and 182 PC- Conspiracy. Delaquil and Kenney were booked into the Ventura County Jail and are both scheduled for arraignment on January 31, 2022, in Ventura County Superior Court. Delaquil was released from custody after posting $20,000 bail and Kenney was released after posting $40,000 bail.

    The Ventura County Pharmaceutical Crimes Unit is a task force made up of members from the Ventura County Sheriff’s Office and the Thousand Oaks Police Department; The primary mission of the task force is combatting the transfer of legal prescription medication and fentanyl to the illegal market. In addition, the task force works to identify and stop new trends of abuse among the younger population and investigates overdoses due to both prescription medication and illicit drug use.
