California Assembly may consider resolution–All Californians to give aid and comfort to immigrants

Coachella Assemblyman, CA District 56, V. Manuel Pérez (D) has authored HR-51 which received its third reading today, August 25th, in the Assembly’s Judiciary Committee. 

HR-51 states:

Resolved by the Assembly of the State of California, That the Assembly declares that all Californians, as residents of the United States, have a civic responsibility to respect the human dignity of immigrants seeking refuge in the United States and to ensure that those immigrants are afforded due process and equal protection under the laws of the United States, including safe passage to medical care, as well as access to a mode of communication to facilitate their repatriation back to Central America when doing so is consistent with their rights and does not endanger their lives and safety; and be it further
Resolved, That the Chief Clerk of the Assembly transmit copies of this resolution to the Governor, the Superintendent of Public Instruction, the State Library, and the California State Archives.
This bill declares that “all Californians” have a “civic responsibility” to aid immigrants, including illegal aliens from Central America, and ensure their access to processing facilities, medical care, education, communication, and legal services. If the bill does reach Governor Brown’s desk it will be as a resolution.  Resolutions do not obligate a citizen to comply with the letter of the law, but are more statements on how they should behave.  Even so, such a bill may still have a long reach, all the way into the home countries of illegal immigrants.  Whether it was Mr. Perez intent or not, he would be hanging out a welcome sign on the state with HR 51.
