    California Election Results Certified;

    Record Number of Ballots Cast in a Primary

    Secretary of State Alex Padilla has certified the results of the California March 3, 2020 Presidential Primary Election. Among the results:

    ·     9,687,076 Californians voted, the most ever in a primary election.

    ·     38.4% of the eligible voting age population cast ballots, the second highest primary turnout in the past 38 years.

    ·     Voter turnout in 13 of the 15 Voters Choice Act counties exceeded the statewide turnout.

    Historical Comparison of California Presidential Primary Elections

    Voter’s Choice Act

    15 counties implemented the Voter’s Choice Act for this election, up from 5 in 2018 and encompassing more than half the state’s voters. The 15 counties implementing the Voter’s Choice Act for 2020 are: Amador, Butte, Calaveras, El Dorado, Fresno, Los Angeles, Madera, Mariposa, Napa, Nevada, Orange, Sacramento, San Mateo, Santa Clara, and Tuolumne.

    Voter turnout in 13 of the 15 VCA counties exceeded the statewide turnout. In the two others, Fresno and Los Angeles, turnout of the eligible voting age population was greater than the turnout of the eligible voting age population in the 2016 Presidential Primary Election.

    Governor Newsom Issues Executive Order to Send Every Registered Voter a Vote-by-Mail Ballot

    Per an Executive Order by Governor Newsom, every registered voter will be sent a vote-by-mail ballot for the November 3, 2020 General Election.

    Registered voters living domestically will be mailed a ballot 29 days prior to Election Day. Military and Overseas voters will be mailed their ballots 45 days before Election Day.

    In California, every vote-by-mail ballot comes with a prepaid postage return envelope.

    State Archives Invites Californians to

    Document Their COVID-19 Stories

    The California State Archives has called on all Californians to document how the ongoing COVID-19 pandemic has affected their lives in a project titled: “California COVID-19 Archive.”

    Californians can share their experience by answering a few questions here about how their lives have been impacted by COVID-19. For more information, visit CaliforniaCOVID19archive.sos.ca.gov.

    The State of California has taken proactive measures to prevent the spread of the COVID-19 virus, which is a global pandemic that has caused Californians to shelter-in-place since March 19, 2020. Government entities, hospitals, and countless others are working hard to keep their staff and the public safe while still providing critical services. During these challenging times, schools have closed and moved online, tens of thousands have lost their jobs, health care professionals are working around the clock, and statewide stay at home orders have been put in place to protect those who are most vulnerable.

    The California State Archives has developed the California COVID-19 Archive project to document the stories and experiences of Californians during these challenging and uncertain times. The State Archives invites the public to share their story and experience here. Submissions will serve as an important contribution to this community memory project and will be a critical primary source so that future generations can better understand how the COVID-19 pandemic impacted Californians. Public submissions could become a part of the State Archives’ historical collections and may be featured in the online California COVID-19 Archive collection webpage.

    Virtual Press Conference with Local Officials to

    Launch San Joaquin Valley Census Week of Action

    On May 12th, California Secretary of State Alex Padilla joined with State Senator Anna Caballero, State Assemblymember Dr. Joaquin Arambula, Stockton Mayor Michael Tubbs, Dolores Huerta, The Fresno Center, and the Sierra Health Foundation and Center to launch a San Joaquin Valley Census Week of Action.

    Achieving a complete count in 2020 will require dedicated outreach to hard-to-count communities. In preparation for the U.S. Census, the Secretary of State’s office has created fact sheets for 25 Hard-to-Reach California Counties. You can view the fact sheet for San Joaquin County here.

    State Archives Releases New Digital Exhibit

    Featuring the History of California’s Farmworkers

    The California State Archives has released its latest digital exhibit, “Farmworkers in the Land of Plenty,” which details the turbulent history of California’s agricultural labor force, dating back as far as 1850. This is the State Archives’ 22nd online exhibit to be hosted by Google Arts & Culture. Secretary Padilla has made digitizing the treasures of the State Archives a priority.

    California is one of the largest agricultural producing regions in the world, generating billions of dollars in revenue every year. Farmworkers have come to California from various parts of the world to plant, care for, and harvest the crops of the Golden State. Workers have faced harsh working conditions, low wages, and little recognition for their crucial contributions. As a result, farmworkers, advocates, and community leaders have had to organize to prioritize the betterment of working and living conditions for farmworkers. The fight for these rights began in the 19th Century and continues to this day.

    Secretary of State’s Office Launches Corporations Formations Online Filing Tool and Revamped Online Filing Tool for Corporation Statements of Information

    Secretary of State Alex Padilla announced the launch of two additional online tools to help during this COVID -19 physical distancing:

    1.  A new online tool to allow Corporation Formation online;

    2.  A new, improved online tool to allow more corporations to file their Statements of Information online.

    Until the launch of this new Statement of Information tool, Statement of Information amendments—filed outside of the corporation’s required filing period in order to update information such as changes to the corporation’s agent of service—could only be filed using paper forms. The Secretary of State’s office received more than 32,000 of these paper Statement of Information amendments, this is in addition to the over 955,000 required Statements of Information in the 2018-19 fiscal year. This new Statement of Information tool offers corporations a new address reuse feature. When filling out officers’ and directors’ addresses, you can select an address that was previously used which speeds up time of completion and helps eliminate data entry errors. This new tool also offers a search and select feature for providing a corporate registered agent for service of process.

    The Corporation Statement of Information Online tool and the Corporation Formation Online tool are the latest expansion of the Secretary of State’s bizfile California portal.

    Tools available through bizfile California:

    ·     LLC Statement of Information Online Submission Tool. Since the initial bizfile launch in June 2017, 1,255,589 online LLC Statements of Information filings have been processed. 453,254 processed online in the 2018-19 fiscal year.

    ·     California Business Search Tool. Over 15.19 million Corporation, LLC, and LP records are available for free download.

    ·     How to Start a Business in California brochure and check list.

    ·     Online Trademark Submission Tool. There have been over 14,368 submissions since the tool was launched January 2018.

    ·     LLC Formation Online Submission Tool. Launched in May 2018, the documents required to form an LLC can now be filed online. Since launch, we have processed 224,477 LLC Formation online submissions.

    ·     Eureka Chatbot. Our new artificial intelligence search assistant—launched May 2018—helps customers easily navigate business resources on the Secretary of State’s website. Eureka has already answered over 124,679 questions.

    ·     LLC Terminations Online Submission Tool. Launched in December 2018, the documents required to terminate an LLC can now be filed online. Since launch, we have processed 36,175 LLC Terminations online submissions.

    ·     Corporations Statements of Information Online Submission Tool. Our new improved tool allowing you to submit all of your statements of information online—launched November 2019—and has already processed over 168,968.

    ·     Corporation Formation Online Submission Tool. Launched on March 27, 2020, the documents required to form a Corporation can now be filed online.
