For the past 59 years, the Pleasant Valley Recreation and Park District has followed an at-large election system for its Board of Directors.

On May 12, 2020, the District received a letter from attorney Kevin Shenkman on behalf of the Southwest Voter Registration Education Project and its member alleging that the District’s at-large system of elections violates the CVRA. On August 13, 2021, the Pleasant Valley Recreation and Park District approved Resolution No. 686 declaring its intent to transition to division-based elections. The District then has 90-days to transition to division-based elections to avoid costly litigation.

Pursuant to Elections Code Section 10010, the District will conduct a series of public hearings over the next few months to receive community input on the composition of proposed election districts for Pleasant Valley Recreation & Park District seats. It is of utmost importance that District residents participate and provide feedback during the upcoming public hearings. It is the District’s desire to ensure that the proposed districts reflect communities of interest and that the residents be engaged in this matter.
