    Narrative: 

    The Ventura County Sheriff’s Office is investigating the report of a child luring that occurred on November 3, 2021, at approximately 2:50 PM, on Cortez Street near Orange Drive in the community of El Rio, which is located in the unincorporated area of Oxnard, CA.

    On this date, an 11-year-old male student was walking home from Rio Plaza Elementary School, when an unknown male suspect in a car stopped near the child and offered the child money in exchange for a sex act. The child declined the offer and quickly left the area. The suspect was last seen driving from the area northbound on Cortez Street.

    The child continued home and told his mother about what occurred.  The two of them notified law enforcement and the investigation was initiated. Since the incident was reported, law enforcement has increased their patrols in the local area. 

    The suspect was described as a White or Hispanic male, in his twenties with slicked back black hair, and wearing a black shirt. The suspect was driving a black four door sedan with tinted windows, which is believed to possibly be a Toyota. Detectives worked with the child to create the attached composite sketch of the suspect.  The Sheriff’s Office is seeking the public’s assistance with this investigation.     The Ventura County Sheriff’s Office would like to remind the public to speak to your children about “Stranger Danger.” If your child walks to and from school, or for any other reason, it’s always a good idea to have another person with them.  We encourage the public to call “911” to report any suspicious behavior.  When reporting suspicious behavior, please be a great witness and provide as much detail as possible.  With so many individuals now having cellular phones with cameras, remember to take a photo if it is safe to do so, it truly helps.
