    City of Camarillo | Proclamation of Local Emergency

    SECTION 1: The EOC Director for the City of Camarillo hereby finds and declares as follows:

    1. The California Emergency Services Act (California Government Code sections 8555 (c) defines a “Local emergency” as the existence of conditions of disaster or of extreme peril to the safety of persons and. property within the territorial limits of a city, caused by conditions such as an epidemic, which are or are likely to be beyond the control of the services, personnel, equipment, and facilities of a city, and require the combined forces of other political subdivisions to

California Government Code Section 8630 and Camarillo Municipal Code Chapter 2.32 authorize the EOC Director to proclaim the existence or threatened existence of a local emergency when the City Council is not in session so long as such proclamation is ratified by the City Council within seven (7)
    3. Camarillo Municipal Code Section 2.32.020 defines an “emergency,” as a “condition of disaster or extreme peril to the safety of persons and property caused by such conditions as air pollution, fire, flood, hazardous material incident, storm, epidemic, riot, drought, sudden and severe energy shortage, plant or animal infestation or disease, an earthquake warning or conditions other than those resulting from a labor controversy.” Conditions of extreme peril to the safety of persons and property have arisen as the result of COVID-19 (“coronavirus”).
    4. In December 2019, reports began spreading worldwide about a flu-like virus first found in China that was significantly more deadly than the flu generally, with the virus becoming known as the Coronavirus (“COVID-19”).
    1. On March 4, 2020, a State of Emergency was proclaimed by Governor Gavin Newsom.
    1. March 11, 2020, the World Health Organization (“WHO”) classified the spread of COVID-19 internationally as a global
    1. On March 11, 2020, A Gathering Guidance Policy was issued by the California Department of Public Health due to COVID-19.
    1. On March 12, 2020, Dr. Robert Levin, Ventura County Health Officer issued a Declaration of Local Health Emergency in which he proclaimed and ordered that a local health emergency exists in the County of Ventura due to COVID-19.
    1. On March 12, 2020, Governor Gavin Newsom issued Executive Order N-25- 30 with orders including an order that all residents are to heed any orders and guidance of state and local public health

    SECTION 2: The EOC Director for the City of Camarillo hereby orders as follows:

    A         A local state of emergency now exists in the City of Camarillo.

During the existence of this local emergency, the powers, functions and duties of the emergency organization of this City shall be those prescribed by State law, the ordinances and resolutions of the City, and by the City of Camarillo Multi-Hazard Functional Plan dated November 2010, and as amended from time to

Pursuant to Government Code Section 8630 and Camarillo Municipal Code Chapter 2.32, this proclamation has been issued in accordance with applicable law, is in effect and carries the force of law until March 20, 2020, on which date it expires unless this proclamation of local emergency is ratified by the City Council by that date. In addition, the City Council shall review the need for continuing the local emergency at least once every 30 days until the local emergency is terminated by resolution.
