City of Oxnard taps veteran leader Ruth Osuna for assistant city manager position

Osuna will begin her role on Monday, Nov. 28, 2016. She will oversee the operations and services provided by the Economic Development, Development Services, Housing and Public Works departments.

“I am happy to welcome Ms. Osuna to our team. She stood out from the rest of the candidates because of her wealth of knowledge and extensive experience managing city operations including utilities, economic development, housing and parks and recreation,” said City Manager Greg Nyhoff. “She has also served a community in Texas similar to Oxnard in size and diversity,” he said.

“I am overjoyed about this opportunity to push forward with downtown revitalization, address homelessness and attack other major challenges head on,” said Ruth Osuna. “The Oxnard community has endured tough times, and I am ready to hit the ground running with residents, businesses and staff to make Oxnard a more vibrant community,” she said.

Osuna has a broad range of experience spanning 20 years in the municipal, financial services and nonprofit industries. She served as assistant city manager for the City of Brownsville, Texas, and as city manager for the City of Eloy, Ariz. She also worked for the City of Phoenix, Ariz., in various capacities including deputy city manager, director of cultural affairs and deputy director of community and economic development. Additionally, she was appointed by former Housing and Urban Development (HUD) Secretary Andrew Cuomo to serve two years as a community builder fellow for HUD.

Osuna earned a Bachelor of Science in education from Northern Arizona University and a Master of Public Administration from Arizona State University. She is an active member of the International City/County Management Association and the International Hispanic Network. She also sits on the board of the Alliance for Innovation.

Osuna’s starting annual salary is $210,000.
