The Road to Tyranny by Don Jans

Community members invited to a special session of the Design Review Committee

Ventura, Calif. — The City of Ventura will host a special session of the Design Review Committee on Wednesday, August 31, 2022 at the Poinsettia Pavilion at 3451 Foothill Road. The subject of this special session will be the new set of Form-Based Code Zoning Overlays that are intended to provide objective design standards for certain housing sites identified in the Housing Element.

The City has used form-based codes as development standards in many Specific and Corridor Plan areas dating back to 2005, but there are many areas that do not have form-based codes.

The City’s goal is “to build off the existing form-based codes in our Specific and Corridor plans, identify what works, what can be improved, and how new zoning and overlay districts can be the most effective tools for future development,” said Community Development Director Peter Gilli. “This will provide the public with as much certainty about the end product as possible.”

Input from Design Review Committee members, design professionals, developers, and community members will help kick off the overlay project and lead to the drafting of new ordinances. Those ordinances be reviewed at future public hearings with the Planning Commission and City Council.

This special session is the first step in the process, and final hearings are not expected until the end of 2022 or in early 2023.
