    Draft Environmental Impact Report for the County of Ventura 2040 General Plan Update available to the public

    VENTURA, Calif. – The Draft Environmental Impact Report (EIR) for the County of Ventura 2040 General Plan Update is available for public review and comment beginning Monday, January 13, 2020 and ending at 5:00 P.M. on Thursday, February 27, 2020.

    The General Plan is a long-range planning document that will guide land use, resource protection and development through 2040. The plan includes goals, policies and programs on topics including biological and open space resources, climate change, economic vitality, agriculture, water resources, public facilities, environmental justice and other key issues. The County, as the lead agency, has prepared the Draft EIR in accordance with the California Environmental Quality Act (CEQA). Interested persons are invited to review and provide comments on significant environmental issues, mitigation measures, and range of reasonable alternatives addressed in the Draft EIR. The 2040 General Plan is anticipated to be adopted in the Fall of 2020.

    Based on the analysis in the Draft EIR, the proposed project would result in significant and unavoidable impacts related to the following topics:  Air Quality; Agricultural and Forest Resources; Biological Resources; Cultural, Paleontological, and Tribal Cultural Resources; Greenhouse Gas Emissions;  Hazards, Hazardous Materials, and Wildfire; Mineral and Petroleum Resources; Noise; Public Services and Recreation; Transportation and Traffic; and Utilities.

    The Draft EIR, as well as the Public Review Draft 2040 General Plan and Public Review Draft 2040 General Plan Background Report, are available on the project website at https://vc2040.org/; and the County Planning Division website at http://vcrma.org/divisions/planning under “CEQA Environmental Review”. Digital versions of the Draft EIR and supporting documents are also available at the following libraries:

    El Borrador del Informe de Impacto Ambiental para el Plan General Actualizado 2040 del Condado de Ventura disponible para el público

    VENTURA, Calif. – El borrador del Informe de Impacto Ambiental (EIR por sus siglas en ingles) para el Plan General Actualizado 2040 del Condado de Ventura estará disponible para revisión y comentarios del público comenzando el lunes 13 de enero del 2020 y terminando a las 5:00 P.M. el jueves, 27 de febrero del 2020.

    El Plan General es un documento de planificación a largo plazo que guiará el uso de terreno, la protección de los recursos y el desarrollo hasta el 2040. El plan incluye objetivos, pólizas y programas sobre temas que incluyen recursos biológicos y de espacio abierto, cambio climático, vitalidad económica, agricultura, recursos hídricos, instalaciones públicas, justicia ambiental y otros temas claves. El condado, como la agencia principal, ha preparado un EIR de acuerdo con la Ley de Calidad Medioambiental de California (CEQA por sus siglas en inglés).  Se invita a las personas que estén interesadas a leer y revisar el borrador del EIR y proporcionar comentarios sobre cuestiones ambientales de significancia, medidas de mitigación, y el rango de alternativas razonables que se tocan en el borrador del EIR. Se anticipa que el Plan General 2040 se adoptará en el otoño del 2020.

    Basado en el análisis del borrador del EIR, el proyecto propuesto resultaría en impactos significativos e inevitables relacionados a los siguientes temas:  calidad del aire; agrícola y forestal; biológicos; cultural, paleontológico, y cultural tribal; gas de efecto invernadero y cambio climático; peligros, materiales peligrosos e incendios forestales; minerales y petróleo; ruido; servicios públicos y recreación; transporte y trafico; y utilidades.

    Ha ha! Sarcasm, right? I mean, who in their right mind believes that non-partisan county government employees and elected officials–our neighbors and friends–are interested in, let alone capable of plotting, new-world-order or agenda-21 conspiracy theories? Crazy…

    And although the document has a lot of pages, it appears to me to be easy to read, with large text, bullet lists of major concepts, and lots of illustrative figures.

    Agree or disagree with the content, this document is a solid attempt at complying with State requirements for county planning and finding a compromise that is acceptable to our county’s diverse residents and interests.

    EIR’s….A way to hide the new world order, agenda 21 and other progressive policies with long exhaustive documents, much like obamacare was written; Hide details with lots of words.
