    PUBLIC HEARING NOTICE FOR VENTURA COUNTY INITIATED AMENDMENTS TO THE LOCAL COASTAL PROGRAM WHICH INCLUDE THE COASTAL AREA PLAN AND COASTAL ZONING ORDINANCE TO ESTABLISH GOALS, POLICIES, PROGRAMS AND REGULATIONS FOR ENVIRONMENTALLY SENSITIVE HABITAT AREAS. THE PROPOSED AMENDMENTS WOULD ALSO REMOVE THE HARBOR PLANNED DEVELOPMENT ZONE AND PROMOTE CONSISTENCY WITH THE CALIFORNIA COASTAL ACT (PL17-0083)

     
    All interested persons are invited to attend and be heard at a public hearing to be held by the PLANNING COMMISSION OF VENTURA COUNTY on Thursday, August 23, 2018 at 8:30 a.m. in the Board of Supervisors’ Hearing Room, County Government Center, Hall of Administration, 800 South Victoria Avenue, Ventura, California, 93009.

    LOCATION:  All coastal zone parcels in unincorporated Ventura County
     
    PROJECT DESCRIPTION: The project consists of the Phase 2C amendments to the Ventura County Local Coastal Program (LCP). The project includes proposals to amend Chapters 1 and 4 of the Ventura County Coastal Area Plan and Articles 2, 3, 4, 5, 7, 8, and 11 of the Ventura County Coastal Zoning Ordinance, which make up the County’s LCP.  The County-initiated amendments include proposed changes to the goals, policies and programs of the County’s Coastal Area Plan and to regulatory standards in the County’s Coastal Zoning Ordinance, which implement the goals/policies of the Coastal Area Plan.  The scope of the proposed Phase 2C amendments addresses two subject areas: the removal of the Harbor Planned Development zone from the Local Coastal Program and the incorporation of updated goals, policies and regulatory standards for Environmentally Sensitive Habitat Areas (ESHA). 
     
    ENVIRONMENTAL REVIEW: Exempt from the California Environmental Quality Act (CEQA) pursuant to Public Resources Code section 21080.9 and CEQA Guidelines section 15265.
     
    SUMMARY:  The proposed amendments address Coastal Area Plan (CAP) policies, as well as related implementation measures in the Coastal Zoning Ordinance (CZO), for two topic areas: the removal of the Harbor Planned Development zone from the Local Coastal Program and the incorporation of updated goals, policies and regulatory standards for Environmentally Sensitive Habitat Areas (ESHA), collectively referred to as Phase 2C LCP amendments. The proposed amendments include the following:
     
    a.  Harbor Planned Development Zone: Proposed amendments to the Coastal Zoning Ordinance would result in the removal of the zone from the LCP; 
     
    b.  Environmentally Sensitive Habitat Areas (ESHA):  The proposed Coastal Area Plan amendments would establish updated goals, policies and programs for coastal resources classified as environmentally sensitive habitat areas, or ESHA. The proposed Coastal Zoning Ordinance amendments would implement the goals/policies of the Coastal Area Plan by updating definitions, identifying submittal requirements and development standards, clarifying compensatory mitigation requirements, and establishing permit findings for ESHA in the coastal zone.
