Former Oxnard employee arrested in Las Vegas for allegedly misappropriating funds for the Homeless

Reed is charged in Ventura County with seven felony counts for misappropriation of public funds, falsifying records, and destroying records. Additionally, he’s charged with one felony count of grand theft.

Reed was employed by the City of Oxnard Housing Department as the head of their Emergency Solutions Grant (ESG) Program. The purpose of the program was to assist homeless individuals and families with obtaining shelter and housing. On three occasions, Reed abused his position of trust by misappropriating money that should have been used for qualified applicants. He falsified documents so that checks could be issued to three unqualified individuals and conspired with at least two of them to split the proceeds. Reed shredded documents to conceal the fraud. The total loss associated with the charges is $5,800.

Reed will be transported from Las Vegas to Ventura sometime next week for his arraignment on the charges. The maximum prison term to which Reed can be sentenced is nine years eight months.
