    Narrative:

    On December 22, 2021, detectives with the Thousand Oaks Special Enforcement Unit (SEU) arrested two Thousand Oaks residents for committing a crime for the benefit of a criminal street gang and graffiti vandalism.

    On December 21, 2021, a Thousand Oaks patrol deputy responded to an apartment complex in the 800 block of Warwick Avenue regarding a graffiti vandalism report.  The deputy determined that earlier in the day, an unrelated medical emergency occurred at the apartment complex. As a result of that medical emergency, a noticeable amount of blood pooled up on the flooring of the apartment complex.  Several hours later, two males walked through the apartment complex and dipped their fingers in the blood and “tagged” gang graffiti on the baseboard of the hallway. The patrol deputy also determined the suspects used a black marker to “tag” gang graffiti in other locations throughout the apartment complex.

    On December 22, 2021, detectives with the Thousand Oaks Special Enforcement Unit initiated an investigation into the crimes and quickly identified the suspects as known Thousand Oaks gang members Juan Carlos Gonzalez and Carlos Veliz.  SEU detectives determined Gonzalez was on active CDC Parole.  SEU detectives located both suspects at their places of employment and arrested both of them for commission of a crime for the benefit of a criminal street gang and graffiti vandalism. Gonzalez and Veliz were booked into the Pre-Trial Detention Facility for the violations.  Gonzalez’ bail was set at $100,000 and Veliz’ bail was set at $215,000.
