This was no accident. The EPA violated its own stated plans, approved locally, in trying to clean up the toxic sludge pond. They were told not to try an aggressive cleanup due to the danger of a spill, said they would not, and did it anyway. There will be criminal prosecution, in addition to the massive civil liability.
