    Immediate Action Needed! Call the Capitol to protect Proposition 13 – Irwin!

    ACTION ALERT: We need your help to defeat ACA 1, an attack on Prop. 13 that would lower the vote needed to pass new or higher taxes for any “infrastructure” project.

    Last week, HJTA sent out an action alert similar to this one indicating that an Assembly Floor vote was imminent on ACA 1. We had good reason to believe that was the case.  Both Republican and Democrat legislative staffers indicated a vote was forthcoming, and a half dozen lobbyists who wanted ACA 1 approved were roaming the Capitol halls, the biggest show of support they had made in months. However, the bill was not taken up last week because legislative Democrats did not yet have the votes to pass it out of the Assembly.

    HJTA has once again received numerous indications that a vote on ACA 1 will occur today, Monday. We know many of you were not able to call your legislators last week. If you did call last week, thank you, it helped! If you did not call last week, please do so now. We will continue to keep you updated.

    WHEN TO TAKE ACTION: ACA 1 is likely to come up for a vote TODAY! Please try to call the Assembly Members below by 2:00 p.m.

    WHY: ACA 1 IS AN ATTACK ON PROP. 13 THAT MAKES IT EASIER TO RAISE TAXES!

    • The most imperative message is that a vote for ACA 1 is a vote for a tax increase because it makes it easier for local governments to propose and authorize higher taxes.
    • Lowering the two-thirds vote for bonds and parcel taxes makes it easier to approve debt that is included “below the line” on property tax bills and is not included in Prop 13’s one percent cap. This can add hundreds of dollars a year to residential and commercial property tax bills, and last for decades.
    • Parcel taxes are very regressive in that all property owners pay the same amount, regardless of the size of the home or business.

    For ACA 1 to be defeated, eight Assembly Democrats must oppose or abstain. While the odds seem daunting, we do believe there is a path to victory. Call the following Members of the Legislature who have yet to clarify their position on the bill, especially if you live in the areas they represent.

    Please save our homes! We cannot afford huge tax increases! This is true especially for older folks. Please save our homes!
