Limoneira Plans Six-Lane Railroad Grade Crossing at Hallock Road

Item 9 F on the January 17, 2017 Santa Paula City Council was notable not for what was described in the staff report or said at the meeting, but for what was not said in any city staff document or by any elected official of the city.

Ostensibly this item was for the purchase of a “sliver of land” on the east side of Hallock Road over which one already passes to turn right onto Telegraph. See map below.


However, one must recall a statement by Mike Penrod at a previous meeting about the commencement of the “at grade” Hallock extension. See previous published report and photograph of area here.

Documents obtained from the California Public Utilities Commission who had to approve the new railroad crossing show a six-lane road elevated from 304’ to 316’. Presumably there is also a railroad gate across the top of this six-lane ramp.

This was approved in 2015, but no mention of this project has been made to the public. The CPUC application was signed by Planning Director Jana Minsk.

Citizens can only ask if the council was aware of the details of this project, which can only be described as a relic of last century planning. Recall too that this project received an award.
