Local heavyweights bid for Oxnard City Manager job

Two well known local Citizens – Dan Rydberg and Steve Huber- both want the vacant Oxnard City Manager’s job. Both have heavyweight management/military credentials, both have worked extensively with local cities.

Some residents have expressed a preference, all other things being equal, for local candidates to fill city jobs, because they are already familiar with the city’s strengths, weaknesses, issues and players.

We’ve been hearing that there were two especially strong local candidates, that some council members felt that they seem qualified and who they are …..

Steve Huber

Capt. Steve Huber is a retired naval officer and  now a business consultant. He held the position of Commander of the Naval Surface Warfare Command at Naval Base Ventura County and retired at the rank of Captain. He ran an organization with thousands of people, hundreds of millions in annual budget, with extensive real estate, buildings, equipment and technology, which installed and maintained systems on naval ships/installations worldwide. Huber is now a business consultant and expert in quality (he’s a Six-Sigma “Black Belt”, for people who know about those things). He has run unsuccessfully for City Council twice, but now sees another way to offer his services.

He has been on numerous committees and boards, including, but not limited to (some of this taken from his biography): Planning Commission (8 years) where he served as Chair. He volunteered on a number of community boards and committees to include, the Board of Directors of St. John’s Community Board, Military Officers Association of America – Ventura County Chapter Board (1st VP), Santa Clara High School Consultative Board (Vice Chair), the Oxnard Ambassadors Executive Board (Military Committee Chair), Channel Islands Maritime Museum Board, the Military Appreciation Committee of the Oxnard Chamber, the Regional Defense Partnership for the 21st Century, Boots 2 Business seminar instructor, and with SCORE as a workshop presenter on How to do Business with the Government.

Mr. Rydberg is a retired Army Reserve Officer, who has been repeatedly deployed overseas in some very interesting roles, including a NATO Peacekeeper in Kosovo (so how hard could Oxnard be?). He retired at the rank of Lt. Colonel. He served concurrently in various Oxnard public works positions, leaving as Director of Public Works. He did not see eye to eye with former City Manager Greg Nyhoff, who resigned late last year to take on a similar position in much smaller Vallejo, CA. He served over  periods of great managerial, political and financial instability, serving various regimes.

Mr. Rydberg joined city staff in 2001. He worked as a Senior Civil Engineer, in the Streets Division and in Capital Projects. Prior to that, he worked for the U.S. Navy, where he was an Engineer at Naval Energy and Engineering Support. He was educated in the Oxnard school system, then went on to get his BS in mechanical engineering at Cal Poly San Luis Obispo, MS at UCSB in ME and Ocean Engineering. He also studied at the Army Corps of Engineers School,  U.S. Army Command School and General Staff School. He has 28 years in the Army National Guard including two deployments to Kosovo as a NATO peacekeeper for a total of about 24 months. He is currently a Lt. Colonel in the Guard.


Meanwhile, Police Chief Scott Whitney is ably filling in as Interim City Manager, occupying dual roles. There has been talk of making it permanent,. but he won’t hear of it. His first love (after his family) is the Police Dept. and his dream job is being Chief.
