New Oxnard Chief Financial Officer resigns

This is a shocker: Well-regarded CFO Joseph Lillio resigned after only a few months on the job. He was bedeviled with a very challenging situation of financial records which can’t even be reconciled by a high-powered team of his staff, outside consultants and auditors. At a recent meeting of the fiscal policy task force, the auditors admitted that they could not reconcile cash, simply could not locate many records and kept finding more and more discrepancies. Mr. Lillio has been a key player in this effort.Key staff must still be hired. Policies, procedures and training all need major work.

OXNARD’S CHIEF FINANCIAL OFFICER SUBMITS RESIGNATION OXNARD, Calif. –
The City’s Chief Financial Officer, Joseph Lillio, has resigned effective February 26, 2016. Lillio was appointed in July and began serving as the CFO in August of 2015.
“I truly appreciate the opportunity to be part of the Oxnard executive team. It has been an exciting and challenging opportunity,” said Lillio. “I have decided to make this move to find a better work-life balance,” Lillio said.
Since joining the executive team, Lillio has navigated the Finance Department through a difficult transition period. “
I appreciate the time that Mr. Lillio has spent with the City, and have the utmost respect for his desire to have a work-life balance. Family should always come first. The City of Oxnard has gone through some of its most trying times, and fixing all these issues from the past can be exhausting, both physically and emotionally,” said City Manager, Greg Nyhoff. “It takes a lot of energy transforming an organization from good to great.” Nyhoff said.
The City will immediately begin the executive recruitment process, appoint an interim Chief Financial Officer and bring in qualified financial professional consultants to assist in the interim period during the recruitment process.

This is bad, real bad.
“Work-life balance”? This has nothing to do with that catch phrase. Mr. Lillio did not want to be the one left holding Council member Perello’s aptly named “bucket of $hit” left from the previous councils/administrations.
My poor city is hanging by one fingernail on a 1,000 foot cliff.
