Notice of Special Ventura County Board of Supervisors’ Meeting for March 31, 2020 at 8:30 a.m.

IN ACCORDANCE WITH THE CALIFORNIA GOVERNOR’S EXECUTIVE STAY AT HOME ORDER AND THE COUNTY OF VENTURA HEALTH OFFICER DECLARED LOCAL HEALTH EMERGENCY AND BE WELL AT HOME ORDER RESULTING FROM THE NOVEL CORONAVIRUS, THE HALL OF ADMINISTRATION BUILDING IS CLOSED TO THE PUBLIC. TO FIND OUT HOW YOU MAY ELECTRONICALLY ATTEND THE BOARD MEETING AND PROVIDE PUBLIC COMMENT PLEASE REFER TO PAGE 2 OF THIS AGENDA

Welcome to the Meeting of the Board of Supervisors of the County of Ventura, also sitting as the Governing Board of the County Service Areas, Fire Protection District, Lake Sherwood Community Services District, Watershed Protection District, Ventura County In-Home Supportive Services Public Authority, Ventura County Library, Ventura County Public Financing Authority, and the Waterworks Districts.

The following information is provided to help you understand, follow, and participate in the Board meeting:

Public Comments – Public comment is the opportunity for members of the public to participate in meetings by addressing the Board of Supervisors in connection with one or more agenda or non-agenda items.

The following options allow for public participation:

  1. If you wish to make a comment on a specific agenda item, please submit your comment via email by 5:00 p.m. on the Monday prior to the Board meeting. Please submit your comment to the Clerk of the Board at [email protected] org . P lease indicate in the Subject Line, the Agenda item number (e.g., Item No. 9). Your email will be read by the Board of Supervisors and placed into the item’s record at the Board meeting.

If you are watching the live stream of the Board meeting and would like to make either a general public comment (item 5) for items not on the day’s agenda or to comment on a specific agenda item as it is being heard, please submit your comment, limited to 250 words or less, to the Clerk of the Board at [email protected] org . Every effort will be made to read your comment into the record, but some comments may not be read due to time limitations. 4. Agenda Review – Consider and approve, by majority vote, minor revisions to Board items

and/or attachments and any item added to, or removed/continued from, the Board of Supervisors Agenda.

 

5. Public Comments – Citizen presentations regarding County related matters NOT appearing on

this agenda. (See Guidelines above)

 

6. Board Comments – Comments by Board members on matters they deem appropriate including memorial adjournments. A Board member may ask a question for clarification, make a brief announcement, or make a brief report on his or her own activities. A Board member may also provide a reference to staff or other resources for factual information, or request staff to report back to the Board at a subsequent meeting concerning any matter. The Board may also direct

staff to place a matter of business on a future agenda.

 

7. CEO Comments – Brief announcements and report on CEO and County workforce activities.

 

8. Receive a Report Regarding the Novel Coronavirus and Associated Disease known as COVID-

9. Public Hearing Regarding the Adoption of an Urgency Ordinance Temporarily Prohibiting or Suspending Evictions in the Unincorporated Area of Ventura County; and Determination of Exemption from the California Environmental Quality Act.

10.  Ratification of the County Executive Office’s Execution of Grant Agreements for a Combined Award of $624,503 to the Ventura County Continuum of Care and the County of Ventura from the Business Consumer Services and Housing Agency in COVID-19 Emergency Homeless Funding; Approval of Regional Participation and Collaboration between the Ventura County Continuum of Care and the County of Ventura in Allocating Funds; and Authorization for the

Auditor-Controller to Process the Necessary Budgetary Transactions.

12. Approval of, and Authorization for the Purchasing Agent to Sign, a Master Healthcare Staffing Agreement with Huffmaster Crisis Response, Inc. and Huffmaster Healthcare Staffing, Inc. for Temporary Emergency Staffing Services, and Approval to Expend up to $2,400,000 under the Agreement; Authorization for Waiver of County Administrative Policy Manual Policy Regarding Reimbursement of Employees’ County Business Expenses; and Authorization for the Auditor-

Controller to Process Necessary Budgetary Transactions.
