    Open Letter to County Supervisors | DO NOT APPROVE agreements for Channel Islands Harbor Properties L.L.C. on Nov 5th

    My name is Debbie Mitchell, I live in Mandalay Bay in Oxnard.

    There is an item on the Agenda for November 5th 2019 at 11 am requesting approval to execute agreements extending the ERNs for  Channel Islands Harbor Properties L.L.C.

    I respectfully request that:

    • This item be removed from the agenda until a date AFTER the November 7th Oxnard Special City Council Special Meeting regarding the Planning and Zoning Permit No. 18-410-01 (coastal Plan Amendment) for Fisherman’s Wharf Property.
    • This item be placed on the agenda at a later date (after Nov 7th) TIME CERTAIN due to the great public interest in this matter.
    • I strongly request these agreements NOT be approved!
    • In the event they are considered for approval FEEs should NOT BE WAIVED!

    The developer and the Harbor Director have chosen to defy the process  of the City of Oxnard in ways that have delayed decisions over and over. The PUBLIC wants to revitalize the Harbor, but should not be held hostage by a developer who has no respect for the Local Coastal Plan, the City of Oxnard or the residents.

    Mr Tellefson has stated publicly that in the event approval for this project is not granted the developers will leave. To continue to remain locked into an agreement with a potentially disgruntled developer that could stall the much needed revitalization of the Harbor would be tragic. 

    The outcry by the public over this development has been characterized by the Harbor Director as small group of NIMBY’s, or a select bunch of rich people who live at the beach. The public concerns over this development are much further reaching than that.

    Many of the most outspoken individuals do indeed live close to the Harbor, however the grass roots movement has coalesced many individuals who have for many years taken a great interest in the betterment of our communities our residents and visitors to our beautiful County, our Cities and Channel Islands Harbor from many diverse perspectives and volunteer activities.

    To approve without consideration of the unintended consequences of this decision would be insulting to the public at large.

    To schedule prior to the outcome of the City of Oxnard would be ill-timed and further exacerbate the appearance of jurisdictional battles that hurt the Harbor, the residents and the future of our Harbor.

    HARBOR DEPARTMENT
    Approval of, and Authorization for the Harbor Department Director to Execute, the following agreements with Channel Islands Harbor Properties L.L.C; Second Amendment to the Lease Option for Parcels V. V-2, V-3, V-4 and portions of N-2 (Fisherman’s Wharf Project site), (2) Third Amendment to the Amended and Restated Exclusive Right to Negotiate Agreement for Parcel X-3, and (3) Fourth Amendment to Exclusive Right to Negotiate Agreement for Parcels F/F-1 (Casa Sirena Hotel Parcel), Each of Which Amendments Will Extend Deadlines for Completion of Certain Tasks Prerequisite to Entering into Lease Agreements for Such Parcels; and Authorization for the Harbor Director to Make Specified Modifications to the Amendments.
