The Oxnard City Council held a long special meeting focused only on appointing an interim District 2 Council Member, finally selecting Fremont South Neighborhood Council Chair Gabe Teran. After initially indicating a preference for 5 different candidates, the six on the council narrowed it down with some legal guidance from City Attorney Fischer. In the final vote, two Council Members switched to Teran to break a deadlock.
The Council had previously decided to do an interim appointment, set a special election, taken appointment applications and received 13. You can read about that in previous Citizens Journal articles.

Reading the applications and listening to the presentations revealed a deep bench of quality candidates.
Each candidate was allowed 10 minutes to make a presentation on their candidacy.
Public comments shaped ended up to be a contest between council-favored candidate Gabe Teran and everyone else. The presentations and public comments went on for hours, so watch the video if interested.
Armando Delgado brought an endorsement of 1800 union carpenters for Gabe Teran.
Ramon Mendoza pointed out that candidates like Ricardo Torres really didn’t have a chance.
There was some public sentiment that “the skids were greased” for Teran’s appointment. If so, he did a masterful job.
Alicia Percell described Gabe Teran as a yes man, who repeats council positions, his videos are not independently generated thought, they are carbon copies of Council views. Appoint someone not a personal friend of City Mgr. Wasting time of other applicants. Council wants someone who won’t rock the boat. He had a Brown Act violation, so I guess he’ll fit right in with the status quo.
So Lopez votes for Gabe, in the end, not Solis, whom she nominated. Kabuki Theatre to make it seem like a fair process. So transparent this charade. More to be sickened about from our esteemed CC. Surprised? No. Predictable result, of course. Another yes man to make more 7-0 votes. – Douglas Partello on Facebook
