    Ventura County Sheriff – Incident Press Release

    On 2-2-2021, at 11:50 P.M., an alert Hollywood Beach resident, observed a female subject checking mailboxes in the 3000 block of Ocean Drive. The female then entered a vehicle which was occupied by a male subject. The resident obtained the vehicle’s information and called Ventura County Sheriff’s Dispatch about the suspicious activity.

    Responding Headquarters Station Patrol Deputies located the suspect vehicle travelling in the area of Harbor Boulevard and W. Channel Islands Boulevard in Oxnard. A few minutes later, deputies found the vehicle, unoccupied, a short distance away. Deputies then found (S) Richard Paul Winans and (S) Krystal Myong Lizotte hiding in some bushes. Lizotte was determined to be on active Ventura County probation with search terms for a drug offense. Deputies located a usable amount of methamphetamine in the bush where the subjects were hiding. Additionally, deputies found the vehicle was registered to Winans and he gave consent for a vehicle search, which resulted in the recovery of a loaded .380 caliber handgun inside the glovebox. A records check revealed the handgun was unregistered and it was seized pending further investigation.

    Winans was arrested and booked into the Ventura County Jail for PC 25400(a)(1) – Carrying a Concealed Firearm in a Vehicle and PC 25850(c)(6) – Carry a Loaded Firearm. He was released upon his own recognizance and is scheduled to appear in Court on 2/18/2021 at 8:15 A.M.

    Lizotte was arrested and booked into the Ventura County Jail for HS 11377(a) – Possession of a Controlled Substance and PC 135 – Destroying / Concealing Evidence. She was cited and released from the jail and is scheduled to appear in Court on 5/4/2021 at 8:15 A.M.
