Linked below are a few documents to provide the financial information found in the LMDs (Landscape Maintenance Districts, also called Maintenance Assessment Districts [MAD’s]) and CFDs in Oxnard. The numbers were gathered through one of our PRAs of the trial fund balances. Since the City has not technically signed off on their Fiscal Year balance sheets for the CAFR (Comprehensive Annual Financial Report), I cannot ensure that some of these numbers have not changed, but since we have began collecting this data since last September, most of the numbers remain pretty consistent. At best, it will give you a very close idea of where each LMD and CFD stands.

We formatted the attached Word document to breakdown each LMD and CFD on its own page to easily print or separate for your own use. It is formatted in “legal” paper size, fyi. The Excel file titled “LMDs” is a simple breakdown of revenues and expenditures of the LMDs and CFDs, that was gathered from the City’s website. The Excel file titled “Master Fund Key” is a complete breakdown of all the account numbers used throughout City financial statements with their description. There should be multiple “sheets” with that file, and I have noticed that I can only see them when I open that file and “maximize” it on my computer screen.  (Editor’s note: We have converted documents to PDF format to improve reader accessibility and also included source documents for number-crunching.)

We are just providing this information to you all because the City is hosting several community meetings beginning March 9th to have discussions regarding the LMDs and CFDs. You can find the schedule and locations through this link: http://finance.oxnardcpio.org/8/118

This financial information is yours, and you should have free and total access to all of it without having to request it and wait up to 24 days. We know how hard it is to get information sometimes, so we decided that since we have it, we might as well share it with you all. Again, this is just us sharing your information with you to help you with any questions that may come up during the community meetings.

It’s a shame this information has to come from a citizen instead of a Mayor or Council Member.
