My Health, City’s Health

While people expressed their concern regarding my health (and I appreciate it), I am more concerned about other issues. The June 2017 Monthly expenditure showed that over $13,000,000 remained unexpended. THe city staff presented a 2017 / 2018 General Fund Budget of $125,000,000. If staff correctly reported that the General Fund will be $17,000,000 short, there are serious operational issues within the Finance Department. The $17,000,000 would mean the Finance Department spent the $13,000,000 surplus, the $125,000,000 budgeted amount and still  be short $17,000,000.

The City Treasurer tried to assert his authority to review all expenditures.  He was denied collectively  by the Mayor, the City Attorney, the CFO and the former City Manager, claiming the review was redundant. Because of the failure of sound internal controls, the City appears to have over spent the General Fond by $30,000,000 without properly informing City Council of expenditures that took place above what what approved through the budget process.

Please correct me if my analysis is wrong.

I am concerned about the ability of the CFO to exercise good judgement. He asked for a $1,300,000 apporopration for his department’s floor knowing a significant shortfall had taken place.
