This week’s report- thankfully-  is hardly up to last week’s heavyweight report about the crime wave and killings.and major streamlining of permitting process underway.

Good news is that Oxnard water usage is down 6.8%. The Bad news is that  it’s supposed to be 20 or 25%. Water Conservation.

Official opening weekend for the yachting season Sat/Sun. I attended some ceremonies at PCYC. Band, color guard, cannon fired, dignitaries spoke, all dressed in white and navy blue uniforms, Sea/Explorer scouts were there, visiting boats tied up.  Area yacht/sailing clubs in Oxnard and Ventura:

City Mgr Greg Nyhoff announced that Oxnard hired new HR Director Tabin Cosio to replace Michelle Tellez who left months ago and PACC Director Chelsea Reynolds. This position had been open a couple of years.

City released and approved list of new positions and salary ranges. including Economic Development Director (to replace Redevelopment Project Manager) and Utilities Director (Water and wastewater). City Mgr. Nyhoff said needed to keep City competitive in the job market, attract the best people who will pay for themselves in improved performance. Much pushback on that from Councilman Bert Perello, who thinks it’s too expensive and that a broke city can’t afford t, said high salaries did nothing to improve performance of people such as the former City Mgr. Public commenters seemed to agree with him, and also wondered why we are doing this before the rate survey which won’t be done for at least a year, on the way to a 4-1 Council vote to approve it.

Overwhelming support for proposed dog park to be added to an existing park next to the SC River. At 17K and 15K sq. ft., it is about double the size of the 2 other dog parks in Oxnard.  Objections raised on parking, land use vs other recreation, safety (from misbehaving dogs.). Joint use agreement with schools. $50K for design. Some say excessive. Neighborhood Council President Jesse Glenn vowed to address objections satisfactorily. Council has really taken ownership for this project. Glenn also said I feel like I’m asking my parents to give me my allowance- funds already in neighborhood fund. Approved for design. Document: 

Nancy Pederson said redevelopment fees from BMW, Audi etc. had been taken from Ormond  Beach area $1,779,771.52 and used for the downtown movie theater- said proof is in the 11-28-06 City Council meeting video.. S that some of the  recent $6.1 MM settlement be used to repay it. (not on video).

Dan Pinedo said before $6.1  MM used for downtown “revitalization,” we need to define what it means. He offered a definition: ” bring some revenue in … classy restaurants, performing venues. (not on video)

Victory Outreach Church wants to relocate in industrial park- 2311 Stratham Blvd.. Sympathy for church, but traffic and parking issues were raised. Already very congested by truck traffic at all hours, especially in agricultural season. about 35,000 sq ft.  Document: Staff Report (pdf 9,694KB)

Excessive leave accruals finally settled for Intl. Union of Operating Engineers. Compromise plan that puts limits on amounts and pays out over time. Explained carefully by Burke Dunphy of consulting firm Renne . Some can be used as paid leave, or converted to deferred comp. plan. Will enforce rules going forward. Sloan Holtzman Sakai LLP. Never did they say the total cost of this and only made vague statements when being queried.

Oxnard Farm Park doing a “barn raising” to raise funds for new barn Sat 4/18 10-4 open house BBQ. 1251 Gottfried Pl. 

Buried in the Council “Consent Agenda” was another $240K from the bankrupt general fund for atty svces for Human Resources via consultant Renne Sloan. No debate. Now that new HR Director Tabin Cosio is onboard,. when  will dependence on Renne be reduced. Councilman Perello asked: Will he spend time with Renne personnel for hard-won knowledge transfer?

Looks like $400,000 Thompson Park restroom will proceed. Bert Perello raised this as a potential budget cut. Likely won’t be canceled due to $10MM budget crunch.
