Oxnard proposing engaging NBS to administer its “Landscape Maintenance Districts”

Dozens of newer Oxnard developments have “Landscape Maintenance Districts” operated by the city to handle the billing, contracting, accounting and delivery of service to those neighborhoods. These are financed by assessments on property owners’ tax bills.  Neighborhoods have been complaining about the services and the bills, A financial audit revealed millions of dollars of deficits in the accounts and various accounting and boundary anomalies.


The city retained a firm called NBS to help sort out the mess and is now considering awarding them a three year contract for $202 thousand to run the districts. This is over and above anything paid to companies and city employees who actually provide the landscaping services. Some neighborhood Council leaders are concerned that they were not consulted before recommendations were made by city staff.

It will be discussed at next Tuesday’s (December 8) council meeting:

Agreements with NBS for Maintenance Assessment Districts and Budget Appropriation (131)

RECOMMENDATION:RECOMMENDATION That City Council: 1. Approve and authorize the City Manager to execute a three-year Agreement No. 7281-15-FN with NBS in the amount of $202,200 for administration of the City’s Maintenance Assessment Districts. 2. Approve and authorize the City Manager to execute a First Amendment to Agreement No. 7117- FN-15 with NBS to add $35,000 for a total of $135,000 to continue to provide for additional services associated with resolving issues within the City’s Maintenance Assessment Districts. 3, Approve the appropriation of funds in the amount of $222,400 from the Maintenance Assessment Districts to pay for various services provided by NBS and RegisConnect.

    Are these “contracts” with landscape firms taking into account the Sacramento Policies on water use?

    If Jerry is correct in his draconian edicts, there should be no need for landscaping anywhere.

      Unless we pave entire cities, there will be a need, even if only for “drought-tolerant” landscaping.
