Following the June 23, 2012, in-custody death of Robert Ramirez, the Oxnard Police Department chose to have an independent firm (the Los Angeles-based Office of Independent Review) provide a comprehensive critique of the incident. With the legal proceedings finally concluded in the past few weeks, we are releasing the OIR report today. Attached you will find a .pdf version of the report.

The conclusion of this matter in a civil trial and the release of this report are a stark example of the challenges and frustrations that face the law enforcement profession in this country. Police officers are placed in difficult situations in which they must act quickly and decisively and the officers in this incident, supported by their audio recordings, were attempting to assist Mr. Ramirez in getting urgently needed medical attention.

We plan to make a public presentation of the report’s findings at the Community Relations Commission meeting on Monday, February 22nd at 6:00 p.m.

Thank you,

Jeri Williams

Chief of Police

Update: At about 1 PM today, Chief Williams told us that she will be opening up the Monday presentation and explaining the thought process that led OPD to engage OIR and also reach out to DOJ and FBI, which did not find sufficient reason to investigate. Then, Michael Gennaco of OIR will present their findings and conclusions of the investigation. Public comments can be made,

Editor’s note:

The next regular Community Relations Commission meeting is scheduled for Monday, February 22, 2016, in the City

Council Chambers, 305 West Third Street, 1st Floor, Oxnard, California, at 6:00 PM.
