Oxnard Special Election Results: Recall Fails, Incumbents Intact

Oxnard special election polls are now closed and results are almost all in. You can see them HERE
With all precincts in but exceptions and provisional ballots out, the recall has failed decsively by about 3:2 for Perello, Madrigal and Ramirez and 55-45 for Mayor Flynn.
Terrible vote turnout- only about 10,000, with 28 of 28 polling places and mail voter precincts each reporting. It is unknown how many other ballots are still out- provisionals, rejects, etc. Will check Wed. AM.
Among challengers (none won, because all recalls failed):
Mayor’s race: Starr is ahead of Lopez at last count we saw- very close, all others far behind
Perello’s race, only one opponent- Cryder (100%)
Ramirez race: Castanon 56%, others far behind
Madrigal race: Martinez 35%, others far behind

The 6th update showed 28 of 28 Vote By Mail Precincts reporting and 0 of 28 Polling Place Precincts reporting. Flynn had Yes = 3254 and No = 3963
The 7th update showed 28 of 28 Vote By Mail Precincts reporting and 20 of 28 Polling Place Precincts reporting. Flynn still had Yes = 3254 and No = 3963. The votes of all other incumbents and candidates also showed no change.
The 8th update showed 28 of 28 Vote By Mail Precincts reporting and 28 of 28 Polling Place Precincts reporting. Flynn now had Yes = 4475 and No = 5325. All incumbents and candidates showed an increase in votes.
Were there no votes in the first 20 Polling Place Precincts or were there votes that were omitted in the 7th update and included in the 8th or were there votes cast that were not included in the 7th or 8th update?
