Oxnard won’t let you see things on: litigation, employee evaluation and real estate deals

Oxnard is holding a closed special meeting (AGENDA) Monday, 2-29-16 on anticipated litigation, employee performance evaluation and real estate negotiations.

At the regular Tuesday meeting 3-1-16 (AGENDA), the Council will hear the status of Maintenance Assessment Districts (MAD’s), a Regional Emergency Response Operations Agreement,  the Recycled Waterline Project, Specific Plan Amendment No. 1 to the Village Specific Plan, Issuance of Multifamily Housing Revenue Bonds for Gateway Station, a report on gang violence prevention, Review of City Council Policy Regarding Placement of Items on Future City Council Agendas, Review of the City’s Financial Management Policies to suspend the two-year budget, Approval of Resolutions Authorizing Full-Time Equivalent Positions and Approving Changes to Section XII of the Personnel Rules and Regulations Setting the Classification and Salary Schedule, Request for $10,000 for the Oxnard Convention and Visitors Bureau regarding the 2016 North American Travel Journalists Association Conference.

C. CLOSED SESSION
1. CONFERENCE WITH LEGAL COUNSEL – ANTICIPATED LITIGATION

SA On the advice of the Interim General Counsel, based on existing facts and circumstances, the Successor Agency shall decide whether to initiate litigation in one potential case, pursuant to Government Code section 54956.9(d)(4).The Interim General Counsel requested that this item be discussed in closed session under the Brown Act exception of Conference with Legal Counsel – Anticipated Litigation.

2. CONFERENCE WITH REAL PROPERTY NEGOTIATORS

SA Instructions to negotiators, Greg Nyhoff, Executive Director, and Kymberly Horner, Economic Development Director, concerning negotiations with The Nature Conservancy, regarding the price and terms of payment for the potential sale of APN No. 231-0-092-235, approximately 13.06 acres of land located south of Magellan Avenue and east of Perkins Road. The Executive Director and Economic Development Director requested that this item be discussed in closed session under the Brown Act exception of Conference with Real Property Negotiators (Government Code section 54956.8). The purpose of the closed session is for the Successor Agency to review the status of negotiations for the potential sale of real property and to provide instructions to the negotiators.

3. CONFERENCE WITH LEGAL COUNSEL – ANTICIPATED LITIGATION

CC On the advice of the Interim City Attorney, pursuant to Government Code section 54956.9(d)(4), based on existing facts and circumstances, the City Council shall decide whether to initiate litigation in one potential case.The Interim City Attorney requested that this item be discussed in closed session under the Brown Act exception of Conference with Legal Counsel – Anticipated Litigation.

4. PUBLIC EMPLOYEE PERFORMANCE EVALUATION
