There have been a lot of questions and interest in the status of Oxnard’s Cannabis retail locations recently. This is the official update from Oxnard’s City Council as of June 2, 2022.
Last month, the City of Oxnard issued a second (2) building permit for a retail cannabis dispensary (EEL – Oxnard, LLC.). One (1) applicant is still pending payment of permit fees and staff has been following up with the applicant (Blue Enterprises Oxnard I, LLC).
The City is on track to issue two (2) additional retail cannabis building permits this month; with seven (7) additional retail cannabis applicants currently in plan check. The remaining retail cannabis dispensary Legendary Organics at 2561 N. Vineyard Ave. will be considered by the Planning Commission between July-August 2022. With this action, all sixteen (16) retail cannabis applicants will have received an entitlement action.

Staff are continuing to assist applicants through each stage of the permitting process. Staff have developed flow charts and created interdepartmental forms and processes to assist all cannabis applicants in navigating the permit and occupancy process.
In May, staff had coordination meetings with all cannabis retail applicants. Feedback and input on our concierge service has been extremely favorable. The cannabis retail applicants closest to securing a building permit were walked through the required forms, steps and process.
Staff will continue to actively monitor the plan check and occupancy process, as well as applicant needs in order to expeditiously streamline this process with the goal to secure opening as soon as possible.
