The Planning Commission will be holding a public hearing regarding an appeal of a Planning Director use equivalency determination. The Appellant requests a use equivalency determination that battery energy storage system (BESS) facilities be permitted under the “public service/utility facilities” use category set forth under Non-Coastal Zoning Ordinance Section 8105-4 [Permitted Uses in Open Space, Agricultural, Residential, and Special Purpose Zones]. The Appellant also provided a concept proposal for a 40-acre, 1,000 MW BESS on the northeast corner of Grimes Canyon Road and East Los Angeles Avenue (Highway 118) near the City of Moorpark with an APN of 503-0-060-155. The appeal has been scheduled for a Planning Commission hearing on Thursday, February 16, 2023, at 8:30 a.m. in the Board of Supervisors Hearing Room at 800 S. Victoria Avenue, Ventura CA 93009, County Government Center.
