The following development projects have been proposed in established neighborhoods within the City of Oxnard and will be presented by the applicant at this meeting. This workshop provides the community with an opportunity to learn about the proposed development, and to provide input to the applicant. No decisions are made at this meeting.
1. Planning & Zoning Permit Nos. 17-200-07 and 17-200-08 (Development Design Review Permits) – Riverpark Neighborhood
A request to permit the construction of 2 four-story hotels (Marriott Springhill Suites and Towneplace Suites), each with 120 rooms, and associated site improvements at the southwest corner of the intersection of Town Center Drive and North Oxnard Boulevard (Assessor Parcel Nos. 132-0-100-275, 285, and 325), within District C of the Riverpark Specific Plan. The proposed project was included in the scope of review of Environmental Impact Report (EIR) No. 00-03, which was previously certified for the Riverpark Specific Plan area in accordance with the California Environmental Quality Act (CEQA) Guidelines.

2. Planning & Zoning Permit No. 16-400-05 (Coastal Development Permit) – Oxnard Shores Neighborhood
A request to permit the construction of a 20 square-foot addition to the front (east) and a 241 square- foot addition to the rear (west) of the second story of an existing two-story single-family dwelling located at 961 Mandalay Beach Road, within the Residential Beachfront (R-BF) zoning district. The proposed project is exempt from environmental review, pursuant to Section 15303 of the CEQA Guidelines.

3. Planning & Zoning Permit No. 16-540-03 (Special Use Permit – Planned Development) – Rio Lindo Neighborhood
A request to permit the construction of a 15,940 square-foot multi-tenant commercial center with associated parking and landscaping. The project is located at 2441 Vineyard Avenue, within the General Commercial – Planned Development (C-2-PD) zoning district. The proposed project is exempt from environmental review, pursuant to Section 15332 of the CEQA Guidelines.

4. Planning & Zoning Permit No. 17-530-01 (Special Use Permit) – College Park Neighborhood
A request to construct a 55-foot tall wireless communication facility designed to resemble a eucalyptus tree and related ground equipment to be operated by Verizon at 4000 South Rose Avenue (Oxnard Community College, within a baseball field on campus. The application includes a request for a height increase, proposing a 55-foot tall facility, 30 feet above the existing 25-foot height limit within the Community Reserve (C-R) zoning district. The project is exempt from environmental review pursuant to Section 15303 of the CEQA Guidelines.

5. Planning & Zoning Permit No. 18-400-01 (Coastal Development Permit) and 18-300-06 (Tentative Parcel Map) – Oxnard Dunes Neighborhood
A request to subdivide an existing, vacant 6,500 square-foot lot and construct a two-story residential duplex at 4981 Dunes Street, within the Coastal Multiple-Family (R-2-C) zoning district. One unit will be 2,899 square feet and the second unit will be 2,641 square feet and both units incorporate an attached, two-car garage. The project is exempt from environmental review in accordance with Section 15332 of the CEQA Guidelines.

6. Planning & Zoning Permit No. 17-570-02 (Zone Change – Consistency Program)
As part of the City’s 2030 General Plan update, various changes in zoning are required to bring parcel zoning into conformance with the General Plan land use designation. The City will be initiating a series of zone change public workshops which are designed to inform the community regarding these upcoming changes. The first in a series of public outreach meetings is a request to rezone 41 parcels from existing residential zoning designations to Community Reserve (C-R) for parcels that are designated in the 2030 General Plan as School or Park. In addition, 18 parcels will be rezoned from existing residential and commercial zoning designations to Easement (ES) for parcels that are currently used as county flood control channels, railroads tracks, or other rights-of-way. No development is proposed with this request. Consideration of these changes in zoning were evaluated in the previously- certified 2030 General Plan Program Environmental Impact Report (PEIR) in accordance with CEQA Guidelines.
