    Santa Paula: General Plan 2020 Update

    The second of the required public updates to the General Plan process was held on June 17, 2019 at the City Hall in Council chambers. The City has been hosting public meetings since 2015. See previous meetings here

    With a large group attending, it was standing room only, literally, because all chairs were removed with tables established at the perimeters. Each table represented a set of areas considered by the General Plan.

    Station 1

    The map for the new land uses can be seen here.

    There was a map showing properties where zoning had been changed. This table, hosted by Planner Doberneck, had a lively discussion with citizens reporting that the changes adversely affected the use of their property.

    This station included a vast area of planning, including wastewater. One area missing is new legislation, which should be followed as to effects on the systems, such as this important framework.

    Station 3

    Station 3 included Cultural Resources, such as Preservation. One citizen reported that his changes submitted last year had not been incorporated into the preservation section. Read here: Stone_comments_GP

    Station 4

    The new Downtown Economic Development Overlay was popular, although hard to read because it displayed no street names. However, this overlay was not a one-to-one match with the proposed BID (Business Improvement District). This proposed district also appeared to encroach on the Historic District. There was discussion about height limits, but no chart summarizing proposed changes.
