Santa Paula: Massive Street Reconstruction Project Approved

Brian Yanez, Interim Public Works Director, presented a major street reconstruction project at the June 6, 2016 Santa Paula City Council Meeting.

From the staff report, the overview is as follows:

The Citywide Street Improvements Project Fiscal Year 2016-2017

  • Sewer Pipeline Rehabilitation Program Account in the amount of $2,910,717.25
  • Water Main Replacement Program Account in the amount of $4,158,167.50
  • Slurry Seal and Pavement Overlay Account in the amount of $935,587.69
  • Sidewalk Replacement Program Account in the amount of $311,862.56street_collage

The Professional Services Agreements

  • Sewer Pipeline Rehabilitation Program Account in the amount of $373,691.50
  • Water Main Replacement Program Account in the amount of $533,845.00
  • Slurry Seal and Pavement Overlay Account in the amount of $120,115.12
  • Sidewalk Replacement Program Account in the amount of $40,038.38

Mr. Yanez indicated that the repairs would be a full reconstruction of all streets from the full width of the road, but may not be the entire length of the road. The project will start on the west side. The streets shown below are in alphabetical order and not the construction order.

Mr. Yanez also described the Pavement Management Plan which is a software planning tool wherein all streets and their condition are inventoried. The software calculates maintenance priorities based on the conditions entered into the database. This is about 95% complete and was a major undertaking just to build the database.

Noting that the scale of the roadwork is huge, Mr. Yanez said the community needs patience.

Council Member Tovias said that he has been on the council for seven and a half years and has seen more work in the past few years than in any time previous, congratulating the Interim Public Works Director for his managerial ability. The council concurred and approved the project.
