Santa Paula: Raises User Fees, Spends More

In the actionable portion of the January 3, 2017 Santa Paula City Council meeting, the council raised the User Fees and Rates, while approving spending increases above and beyond what the fee increases will generate.

Item 10 B. Citywide User Fee and Rate Public Hearing.


Note that the potential for the current fiscal year which ends June 30, 2017 is about $75,000 to $100.000. However, Item 9A and Item 9B were both approved which caused spending for this fiscal year to increase $11,983 and $122,106 respectively.

Item 9A. Approval of Employment Benefits for the Mid-Management Association

Item 9B. Purchase of Articulated Telescopic Aerial Lift Truck


Sheryl Hamlin spoke about the purchase of the lift suggesting the city preserve capital for a potential recession by leasing or even considering an on-demand model. Staff contends the equipment is used “every day”.

Note that the User Fee study was approved in 2015 in the amount of $38,380 with an add-on of $4,800. An RFP was issued. NBS is also the company who did the Water and Sewer Rate Study in 2013 which was revisited in 2016.
