    Santa Paula: SB1 Fund Proposed Street Repairs

    Item Number 2 on the Consent Calendar of April 1, 2020 described the streets to be repaired using the SB1 RMRA (Road Maintenance and Rehabilitation Act) funds for FY 20-21.

    City Manager Singer pulled this item from the Consent Calendar saying it would be heard in two weeks on April 15th, 2020. He indicated that the new on-line meeting format does not give the public opportunity to participate easily. The city will be making a video to explain the RMRA work to be done.

    Santa Paula is estimated to receive $581,000 from SB1 and $153,391 from the STP fund (Surface Transportation Program). According to the staff report, these funds would be sufficient for the proposed project as shown below. Note there was not a quote provided for the work.

    Budget Implications

    The FY 19-20 Budget states the following:

    The City Council and the community are well aware that many of our streets are in need of major rehabilitation. SB 1 approved by the State Legislature in 2016 and upheld by the voters in 2018 generates approximately $500,000 annually. Federal and State Excise taxes (HUTA) will generate $789,335 annually. Measure T recommendations for FY 19/20 will generate $930,000 annually. These combined funds will allow the City to rehabilitate a number of streets (Areas A, B and C) and perform Citywide Digouts all in FY 2019/20.

    Because the FY 20-21 budget cycle has not commenced, there was nothing in the staff report indicating the amount budgeted for FY 20-21 from SB1 nor was there a indication in the staff report of carryover from the current fiscal year FY 19-20. With the city’s economic activity in a standstill, the sales of gasoline may not have reached the levels projected in the FY 19-20 budget.
