    Shots fired at an Occupied Vehicle in Ventura

    On 8/21/20, at about 9:15 AM, officers responded to multiple reports of gunshots in the area of VONS grocery store in the 5600 block of Telephone Rd. Officers arrived on scene and determined a shooting had occurred in the parking lot, both parties left the area. Officers were uncertain if there were any injuries as a result of the shooting.

    Based on the investigation, the suspect later identified as Fred Manning was involved in an argument with an unknown subject in the VONS center. The unidentified victim fled the dispute at a high rate of speed in the vehicle. Manning was chasing the fleeing car on foot, shooting in the vehicle’s direction as it drove away.

    After Manning fired the handgun in the busy shopping center, he ran back to a light-colored Volkswagen Jetta with out of state Georgia plates and fled the area.

    A deputy with the Ventura County Sheriff’s Department heard the crime broadcast and located Manning’s vehicle driving southbound on the 101 freeway away from the City. Manning was detained, identified, and arrested for 246 PC – Shooting at an Occupied Vehicle.

    Ventura Police detectives served a search warrant on Manning’s vehicle, locating and seizing a loaded firearm with an extended magazine.

    A search of the Ventura County Superior Court shows that Manning has no prior arrests in Ventura County. However, an extensive out of state criminal history involving violence and narcotics.
