Nominations were submitted for CIT Officer of the Year Award by each Law Enforcement Agency in Ventura County.

We are equally proud to recognize CIT trained Police Dispatcher Christina Higgins, for her outstanding service to the citizens of Simi Valley.

On Thursday, September 25, 2014, the Ventura County Law Enforcement Crisis Intervention Team held its first annual “CIT Officer of the Year” luncheon which was held at the Camarillo Public Library. The purpose of the luncheon was to honor CIT academy trainers, law enforcement officers and police dispatchers as well as recognize countywide partnerships.

The mission of the CIT is to develop partnerships with mental health consumers, their family members, and other agencies and organizations. CIT Officers respond to individuals who are in crisis as a result of a mental disorder, and shall assess and assist those individuals in the most effective and compassionate manner possible.

Officer Herbst and Police Dispatcher Higgins served the community in crisis situations with exceptional care and compassion, ensured the safety of themselves and others and personified the goal of the CIT program and training.

Officer Herbst is a 17 year veteran and has been CIT certified since April 2002. He thoroughly embraced the CIT program due to his deep belief in helping those in need. He is known by his partners and supervisors as an officer who is extremely patient and understanding with those in need of mental health care. He has excellent communication skills, which allow him to easily build a rapport with mental health consumers to provide assistance.

Police Dispatcher Christina Higgins was recognized by the Department for her performance in dealing with a suicidal caller in crisis. The caller said he was going to commit suicide by standing in front of an oncoming train. Christina convinced the subject not to stand in front of the oncoming train but rather speak with the Officer, thus saving his life.

Officer Herbst and Police Dispatcher Higgins received certificates of appreciation for their performance. Ventura Police Officer James Espinoza was voted the CIT Officer of the Year for the County of Ventura and we congratulate him as well.
