Simi Valley Police Department – Incident Press Release
On July 30, 2020, the Simi Valley Detective Bureau concluded a lengthy investigation into a reported fiduciary elder abuse. The investigation began as the result of a mandated reporting.
During the three-month long investigation, Detectives discovered that Fitzsimon Belisario (32 years) of Simi Valley had surreptitiously stolen several thousand dollars from his 81-year-old mother. Belisario utilized the financial “app” called “Zellepay” to manipulate his mother’s bank account. Belisario attempted to mask his criminal behavior by making the transactions in the name of an estranged sibling.
At the conclusion of a search warrant executed on July 30, 2020, Belisario was arrested at his home. He was transported to the Ventura County Main Jail and charged with 368(d) PC- Financial elder abuse. Belisario’s bail was set at $20,000.
Fraud and scams targeting the elderly is on the rise. The Simi Valley Police Department encourages all of our citizens to be cautious of telephone and on-line scams and always verify who you are speaking with. Also remember that no government agency or legitimate business will demand immediate payment via compensation methods such as “Google Pay” or “Green Dot” which are common demanded payment methods during these scams.
First off innocent until proven guilty.
1: Police did not present him with a search warrant prior to entering his home.
2: His Mom who is now deceased due to Covid 19 granted him a Power Of Attorney to handle her finances.
3: His estranged sibling noted on the police report actually have access to the account also.
