    Simi Valley | Stolen Trailer Investigation Leads to Significant Arrest

    On May 7, 2020, Simi Valley Police Officers and Detectives responded to a report of a possible stolen box trailer parked in the Grand Vista Hotel parking lot. Upon arrival, Detectives verified that the trailer was reported as stolen from a local business. When the Detectives checked the interior of the trailer, they discovered 2 stolen motorcycles and miscellaneous property that appeared to be stolen from the “Kingdom Sewing & Vacuum Center,” which is a store located in Simi Valley. It should be noted that Kingdom Sewing & Vacuum Center was burglarized on May 4th and 5th, 2020.

    SVPD personnel noted that there was a camping trailer parked near the box trailer in the Grand Vista Hotel parking lot. They conducted a records check on the camping trailer and determined it was recently reported as stolen to the Huntington Beach Police Department. The Detectives searched the interior of the camping trailer and recovered sewing machines and other items stolen during the Kingdom Sewing and Vacuum Center burglaries. They also recovered some other property that was stolen during a burglary at the Simi Valley Outback Footwear store on April 24, 2020.

    The Simi Valley Police Department Property Crimes Detective Unit conducted follow-up on the investigative leads related to these cases. They determined that 46-year-old, Cain Adrian Fagan, a transient from Orange County, CA was associated with the stolen trailers. The SVPD Property Crimes Detective Unit and other Detectives assigned to the Ventura County Auto Theft Task Force (VENCAT) began conducting surveillance on Fagan. On the morning of Tuesday, May 19, 2020, Detectives observed Fagan steal a black 2020 Jeep Wrangler Rubicon four-door from the Dependable Chrysler Dodge Jeep Ram Dealership lot in Canoga Park.

    During the surveillance, Fagan drove the vehicle to the Guitar Center Store located in Northridge. He rammed the front bumper of the Jeep Wrangler into the rear door of the store several times. The Detectives believed Fagan’s intention was to force the open so that he could burglarize the Guitar Center store. Fagan was unable to force the door open with the vehicle and he eventually drove away from the store. During this time, the Detectives notified LAPD and a patrol unit attempted to conduct a felony stop on the vehicle in the area of Corbin Avenue and Plummer Street in the Northridge area. Fagan failed to yield for the patrol unit and a vehicle pursuit was initiated. The pursuit traveled from Northridge and through several streets on the east side of Simi Valley. Fagan drove the Jeep Wrangler to the 6100 block of Katherine Road in Simi Valley, which is a dead end street. Fagan jumped out of the vehicle and ran away into the undeveloped area.

    Several units from SVPD, LAPD, and CHP responded to the area and set up a perimeter around the scene. The officers searched the area with the assistance of a Police K9 Unit. Fagan was eventually located hiding in a shed in the Simi Country Mobile Home Estates community which is located at 1550 Rory Lane. He was taken in custody by a SVPD Police K9.

    Fagan was arrested by the SVPD Property Crimes Detective Unit and the Ventura County District Attorney’s Office subsequently filed the following charges:

    • 10851(a) VC – Stolen Vehicle (3 counts)

    • 459 PC – Burglary (3 counts)

    • 496 PC – Receiving Stolen Property (2 counts)

    • 2800.2 VC – Evading a Police Officer (1 count)

    • 148(a) (1) PC – Resists, Delay, or Obstruct a Peace Officer (1 count)

    Cain Fagan has been arrested 4 times since April 2020. The previous arrests occurred in both Los Angeles and Orange Counties. The California Judicial Council issued a statewide emergency order setting bail at $0 for most misdemeanor and lower-level felony offenses on April 6, 2020. The zero cash bail mandate has allowed some criminal offenders to take advantage of the judicial system.
