Suspect Arrested and Charged for Stalking, Stolen Vehicle, and Firearms Violations

On June 15, 2021, Headquarters Investigations Unit, along with Post Release Offender Supervision (PROS) Unit,  and patrol deputies arrested (S) Robert Carrier for felony stalking, stolen vehicle, and firearms violations in the unincorporated Silver Strand area of Oxnard.

In May 2021, Headquarters Station patrol deputies documented a crime report for a female victim regarding her stolen vehicle, which had been taken without her permission from the Silver Strand area. Additionally, in early June 2021, deputies took a crime report for the same victim as there was an attempted illegal entry of her residence in Ventura County.  A few days later, the victim’s stolen vehicle was recovered, partially stripped and vandalized, in the 1000 block of Spinnaker Drive in Ventura.

Headquarters Station Detectives investigated the cases and identified (S) Robert Carrier as the suspect.  Detectives learned Carrier had been harassing and threatening the victim, causing her to fear for her safety, over a period of several months. Detectives determined Carrier had previously been convicted of California Penal Code Section 646.9 (Stalking) in 2017 for his actions against another female victim. Carrier’s felony conviction prohibited him from possessing firearms and ammunition.

Investigators served a search warrant at Carrier’s residence in the 100 block of Los Angeles Avenue in Silver Strand area and a storage unit in Oxnard.  They located and determined Carrier was in possession of two stolen handguns, various types of handgun and rifle ammunition, miscellaneous vehicle parts and items that had been stripped and taken from the victim’s stolen vehicle, various video recording and tracking electronic devices, and other evidence connecting him to the stalking, stolen vehicle, and attempted illegal entry investigations.

Carrier was booked into the Ventura County Jail for felony stalking, stolen vehicle, firearms possession, and ammunition violations.  Carrier’s bail was set at $500,000 and he remains in Ventura County Jail custody awaiting his next court date.  If you have any information regarding this investigation, please contact Detective Scott Baxter at (805) 797-6373.
