Suspect Charged with Involuntary Manslaughter for Heroin Overdose Death

On February 9, 2014, Ventura resident Michael Zermeno overdosed on heroin at his home in the 6200 block of Freemont Court. He never regained consciousness and died two days later in the hospital. An investigation revealed Zermeno purchased the heroin from Matthew Slough in the City of Ventura just prior to overdosing. Investigators from the Ventura County Interagency Pharmaceutical Crimes Unit (PCU) sought and obtained a search warrant for Slough’s residence in the 7100 block of Wren Court, Ventura. Detectives served the search warrant and arrested Slough for sales of heroin on February 27, 2014. Slough secured bail and was released from custody on March 17, 2014. Investigators from the PCU continued for the next several months to gather evidence relating Slough to Zermeno’s death.

During the months of June and July 2014, the Ventura County Sheriff’s Gang Unit received information about unlawful firearm activities involving Matthew Slough.

On July 31, 2014, members of the Sheriff’s Gang Unit executed a search warrant at Matthew Slough’s residence in Ventura. During the warrant service, Matthew Slough and his father Troy Slough were arrested for weapons and narcotics violations. There were several firearms located inside the residence, including two manufactured zip guns as well as homemade silencers and high capacity magazines. Slough and his father were also found to be under the influence of a controlled substance and a concentrated cannabis manufacturing lab was discovered. Slough and his father were booked into custody at the Ventura County Jail. Troy Slough was later released pending a future court date.

On August 6, 2014, Matthew Slough was charged by the Ventura County District Attorney with involuntary manslaughter from the February sale to Zermeno. He was also charged with an enhancement of causing great bodily injury or death in the commission of dealing heroin. Slough remains in custody and is facing several years in state prison.
