Tom attended grade and high school in Kankakee, Illinois, located an hour south of Chicago, and played high school baseball while working as a stock boy starting in 1965 at the age of fifteen (15) in the shipping and receiving department of a clothing store. Tom kept the job throughout high school, and while in high school, was elected vice-president of his senior class and to the student council. He received a grant from the American Legion to attend Boys State in Springfield, Illinois, the State capitol, where he learned political and military skills. Tom graduated in the upper third of his class.

Tom enlisted in the United States Air Force and served between 1969 and 1972. He was stationed on the Island of Crete, Greece, monitoring the Arab-Israeli conflict. Two weeks after his honorable discharge, he began what would become a thirty-two (32) year career in municipal, county, and state government, serving 24 of those years in leadership roles.

In 1977, Tom used the G.I. Bill and graduated from Governors State University in Illinois with a Masters degree in Urban and Regional Planning with minor studies in Business Administration and Economics while an undergrad at Illinois State University. His Bachelors degree was conferred in 1976 from Governors State University. He also attended the University of Illinois at Chicago as a grad student.

In 1997, he left the public sector briefly to accept a position with a private Senior Care company where he was the Directory of Planning and Marketing for eighteen (18) long-term care and assisted-living facilities in NE IL and NW IN.

In 2000, Tom accepted a position as Deputy Director for Operations and, later, Director of Information Services with the State of Illinois at the Chicago Area Transportation Study (CATS) – Chicago’s Metropolitan Statistical Area Agency. Following eight (8) years of service with CATS, the Northeastern Illinois Planning Commission and the Chicago Metropolitan Area Agency for Planning, he retired at age 58 in 2008. He and his wife, Wenli, moved to Rancho Cucamonga, California, in 2010.

Tom has four (4) adult children, five (5) grandchildren, and an adult stepson.

He is a parishioner and Lector at Sacred Heart Church in Rancho Cucamonga and a parishioner at St. Peter and Paul Church in Alta Loma.

Tom is in the PGA Program and is a Level II U.S. Golf Teaching Federation (USGTF) Golf Instructor.

    In an interview/article, you stated that you would like to provide a 6 month period for illegal immigrants to obtain citizenship, accept DACA. Were you speaking of illegals that are currently breaking immigration laws within our country and may have been here for decades or are you speaking in terms of new immigrants entering our nation? What is your stance on DACA?
