SO,what does this all mean? What, in plain english, does Hillary’s “short circuit” mean to Hillary?

Will having a short circuit be an advantage at negotiations with terrorist agents like Iran? Will a short circuit be an advantage when dealing with Putin? A short circuit seems to be her modus operandi.
