Ventura: Couple passing counterfeit bills arrested: Caught with stolen car and drugs

On Wednesday night, click 3/11/15 at approximately 10:30p, mind , an employee of Prime Restaurant at 2009 Thompson Blvd called 911 to report that a male and female subject had just eaten dinner and the male subject left a counterfeit $100 bill as payment. As the employee attempted to confront the subject’s, prescription they quickly left the restaurant, got into a truck and fled. The employee provided a detailed description of the truck, but responding officers were unable to locate it.

On 3/12/15 at approximately 1am, Thursday morning a patrol officer observed a truck matching the description traveling in the area of Seaward Ave. and Harbor Blvd. A records check revealed the truck was reported stolen from the area of the Ventura Harbor on 3/10/15. Officers conducted a high-risk stop on the truck in the 4200 Block of E. Main St. The driver was identified as 26 year old Richard Blume and the passenger was 25 year old Ashley Rissi. The employee of Prime responded and positively identified Blume and Rissi as the two subjects who had eaten at the restaurant and Blume as passing the counterfeit bill.

Officers found narcotics during a search of the truck. Blume was arrested for possession of a stolen vehicle, possession of a controlled substance and passing a fraudulent bill. Rissi was arrested for several outstanding arrest warrants. Both suspects were booked at the Ventura County Jail. The stolen truck was later returned to the registered owner undamaged. No one was injured as a result of this incident.
