Ventura Surfers Point | Another Vagrant arrested for Allegedly Exposing Himself

On June 14th at 11:49 AM, the Ventura Police Department Command Center received a call of a subject involved in lewd acts near the restrooms at Surfers Point. It was reported the subject had his pants down and was exposing himself.

When the first officer arrived on scene, she attempted to contact the subject, later identified as 36 year old vagrant Richard Magallanes. Magallanes refused the officer’s orders to stop and started running away on foot. As the officer was chasing after Magallanes, a passerby in the area saw him running from the officer and grabbed him, then took him to the ground. The passerby held him down until the officer was able to take him into custody.

Magallanes sustained a cut to his head from being taken to the ground by the passerby. After he was cleared at the scene by Ventura City Fire personnel, he was transported and booked into the Ventura County Jail for resisting arrest and possession of drug paraphernalia.

The passerby complained of pain to his ribs as a result of the incident and was going to seek medical attention.
