Woman sentenced to 12 years for embezzling Big Sky Homeowners Association and Oak Park Calabasas HOA’s

Davis (DOB 05/18/59), of Ramona, California, has been sentenced to serve 12 years in state prison for her long-running embezzlement from two homeowners associations in 2008 and 2009. After an eight-week jury trial, Davis was found guilty on February 1, 2016, of 16 felonies, including eight counts of grand theft, two counts of forgery, one count of insurance fraud, four counts of tax evasion, and one count of failure to file tax returns. This case was the result of an investigation by the Ventura County Sheriff’s Office and the California Franchise Tax Board.

From 2007 until 2009, Davis owned and operated Paradigm Association Management Group (Paradigm). Paradigm managed homeowners associations. Davis used Paradigm to steal money from both the Big Sky Homeowners Association in Simi Valley, and the Oak Park Calabasas Homeowners Association in Calabasas. Davis made unauthorized internet transfers out of the bank accounts of both homeowners associations. Davis and Melissa Hoff, Paradigm’s chief financial officer, wrote and signed checks from the homeowners associations to Paradigm, without the boards’ knowledge or approval. Davis forged contracts with both homeowners associations that appeared to justify higher fees than had been agreed upon by the previous board members. Davis also failed to file personal or corporate taxes for Paradigm.

On March 3, 2016, Ventura Superior Court Judge Nancy Ayers sentenced Davis to 12 years in state prison. A restitution hearing is scheduled for March 17, 2016, at 8:45 a.m. in courtroom 24. Last year, Hoff pleaded guilty to felony grand theft, was placed on formal probation and received 180 days in jail.
