    Camarillo Announces Facility Closures and Event Cancellations in Response to COVID-19 Emergency

    Camarillo, California – With cautious intent and thoughtful planning, the City of Camarillo has declared a local state of emergency in response to COVID-19 and has canceled some events and closed some facilities in the name of public health and safety.

    In a quickly called meeting of City Council on Friday night, leaders spent three and a half hours carefully determining which facilities to close and which events to postpone or cancel.

    “We need to err on the side of caution and do what is necessary to protect the public,” said Mayor Trembley during the March 13th City Council meeting.

    Although there is no community transmission of COVID-19 at this time, following guidance from the California Department of Public Health (CDPH) and the Governor’s recent Executive Order N-25-20 regarding COVID-19 response, and out of an abundance of caution, the Camarillo City Council has made the following determinations about specific public facilities and community events in order to respond to the current health care emergency.

    These determinations will be reviewed by the City Council on a regular and as-needed basis to timely respond to rapidly changing conditions, but will otherwise remain in effect until further notice.

    Camarillo Public Library

    • Closed, beginning Saturday, March 14th, until the health emergency is declared over by the Ventura County Public Health Officer.
    • The Friends of the Library Bookstore and the on-site Giant Steps Café will also be closed during this time.
    • All events and meetings in the Community Room are also cancelled.
    • If either the PVSD or OUHSD school districts resume classes during the health emergency, the Library will accommodate the needs of students to check out materials on a limited, controlled access basis to limit the number of students using the Library at any one time in an effort to maintain social distancing.

    Farmer’s Market

    • Cancelled on Saturday, March 14, due to rain and noticing requirements for farmer participation, but will re-open beginning March 21.
    • Livingston Memorial will implement several social distancing measures, including positioning staff at entrances, instructing customers about social distancing, distributing flyers with best health practices, and making hand sanitizer readily available.
    • This determination was made by the City Council because the CDPH Guidelines currently exempt shopping at a store or mall from social distancing requirements, and the Farmer’s Market allows people access to healthy food under the more controlled social distancing education and enforcement imposed by Livingston Memorial. 

    Camarillo Ranch

    • All School Tours and House Tours are cancelled until further notice.
    • Weddings under 250 persons will continue as planned, with the City’s event coordinator, Command Performance, implementing social distancing measures, reminders, and hand sanitation, where feasible.
    • All other special events or group meetings will be postponed or cancelled.
    • In making this determination, the City Council considered that all weddings currently booked in the near future have less than 250 attendees; that weddings are private events not open to the general public; that Command Performance is making accommodations to postpone and reschedule weddings upon each families’ request; and that Leo Carrillo Ranch (a public facility) and other private wedding locations are not cancelling weddings at this time.

    Camarillo City Hall

    • All School Tours of City Hall are cancelled.
    • City Hall remains open to conduct general business.
    • Social distancing measures have been implemented in City Hall, including new customer service distancing protocols and occupancy limitations in conference rooms and the Council Chambers to accommodate social distancing.
    • Non-essential meetings have been postponed.
    • Outside agency meetings held at City Hall, such as the Ventura County Transportation Commission (VCTC), Airport Commission, Pleasant Valley Recreation & Park District (PVRPD) and Pleasant Valley School District (PVSD), will continue to meet at City Hall at their own discretion, while observing the City’s new occupancy and social distancing requirements to the extent practicable.

    Camarillo Council on Aging

    • Scheduled workshops have been cancelled.
    • Community shred event on April 25 is cancelled.
    • This determination was made to protect the health of seniors over 60 years of age, and those with compromised underlying health conditions, who are considered to be an at-risk group for COVID-19 infection.

    Private Special Events

    • The City will revoke any existing Special Event Permit, or deny the issuance of a Special Event Permit for any event over 250 people, and for any event less than 250 people where social distancing of six feet between persons cannot be maintained.
    • Each permit revocation or issuance denial will be made on a case-by-case basis, in consultation with the event organizer.

    We will inform the community of any changes to these facility closures and event cancellations.

    “Our City leadership came together to make some difficult decisions about facility closures and event cancellations in our best effort to keep our community healthy and safe at this point in the health emergency,” said City Manager Dave Norman.   “The City Council may need to implement more stringent measures in the future, depending on the spread of the virus and direction from the Ventura County Public Health Officer, the Governor, and other agencies.   We trust that Camarillans will use their best judgement to protect the health of themselves and others by following good health practices recommended by public health professionals.”

    As the current public health situation evolves, we encourage everyone to continue practicing the CDC guidelines for health and safety during flu season which include:

    • Avoid contact with people who are sick; a six-foot minimum separation is recommended.
    • Wash hands with soap and water often for 20 seconds minimum.
    • Avoid touching eyes, nose or mouth with unwashed hands.
    • Do not shake hands, bump elbows, touch toes – just say hello and wave.
    • Cover your mouth/nose with your elbow (not your hands) when you cough or sneeze.
    • If you become sick, stay home. Stay away from work, school and other people.
    • Wipe down surfaces like counters and doorknobs frequently.
    • Anyone experiencing symptoms of COVID-19 (dry persistent cough; high temperature; shortness of breath; muscle fatigue or weakness) should call their health provider first before going to a medical office so that appropriate precautions can be taken.
